From now on, the municipal police of Douai benefits from new equipment:
From 1er February 2022 and in accordance with the Internal Security Code (article L241-2 and following and article R241-8 and following), the municipal police officers of Douai are authorized by a prefectural decree to use pedestrian cameras and to carry out audiovisual recording of their speeches. These small boxes are grafted onto the bulletproof vest at the level of the torso. The device will be used in the field by municipal police officers from 1er February.
Prevent incidents
This individual pedestrian camera aims to prevent incidents during the interventions of the agents, to note infringements and to prosecute their authors by the collection of evidence, within the framework of a legal operation.
Of course, several measures will be put in place: the device will not film continuously (a red light indicates that a recording is in progress). The agents must notify that they are filming and cannot subsequently delete the filmed sequences. The 30 seconds preceding the trigger will be recorded.
Images kept for six months then destroyed When they return from the intervention, the municipal police officers will put the camera back on a base which recharges it and automatically transfers the videos to a secure computer medium. The images will be destroyed after 6 months from the day of recording except in the event of legal, administrative or disciplinary proceedings. The viewing and/or the extraction of images are regulated in accordance with the obligations imposed by the National Commission for Computing and Liberties (Cnil). Individual cameras cannot be used for personal use. The images cannot be recovered by the police officer concerned, but only by a person in charge or a person authorized to do so.
This equipment has above all a dissuasive objective and will make it possible to appease conflict situations. It is complementary to video protection and reinforces the systems put in place by the municipality and is part of the improvement of public safety , by helping to secure the interventions of municipal police officers and to reduce certain uncivil behavior.
The use of these cameras was the subject of a prefectural decree and a declaration to the National Commission for Computing and Liberties (Cnil). In accordance with the provisions of article R.241-15 of the Internal Security Code, you have a right of access which can be exercised with the Mayor at the following address: 83, rue de la Mairie – CS 80836 – 59508 Douai Cedex – France.
